Receiving a "Your order was declined because it was considered high-risk." message when trying to purchase the CODEC? [closed]

Not sure why this happens. I've downloaded the free Zoiper app and want to download the CODEC for $9.07, but GOOG Play won't accept any credit card info I put in there.
