When I can't get to an incoming call it rings out and tells the caller that they can not leave a message.

The voicemail functionality is a server-side feature. You would need to contact your VoIP provider for more information regarding this feature.
OK - thanks. Difficult now because my VoiP provider told me it is a Zoiper function, not theirs. I'll send it back to them.
