Call ring delay for a work from home user

I have a user who is remote working from home using Zoiper on top of a VPN connection to our main office.

She is part of a receptionist phone queue where anyone who dials 0 when they call our main line will reach anyone in this queue.  The queue is set up so that everyone in the queue is in a "ring all" config.

What she has noticed is that she won't even get a ring on her softphone until everyone else gets 2 or sometimes 3 rings.

What causes this ring delay and is there something we can do to adjust anything in the settings?
