This is on Android and WP 10.

Zoiper connects and 'Registers' on WiFi but when I call my SIP number I get nothing.
When I switch from WiFi to Mobile Data, it works.

What do I need to change?

Sounds like a firewall or lack of sip in the router. Try using the default STUN setting in Zoiper under account settings then network. Just use default server. Also look at the listening ports and check if they are open in the router or by checking with some website port tester.
