But there is no firewall blockage. I am not able to use dialpad of the zoiper to connect through IVR. Normal calls i.e. direct calls i can make but IVR calls not working.

Just installed windows server 2008r2 with a disabled firewall and tried the zoiper client on there, but I can make a call and why do you want to use it on a server?

Please be sure your firewall is not blocking all the traffic and that you allow incoming traffic.
