In trying to get the number rewriting to work - I am unable to simply add 1 to usa numbers that are passed without the 1. . .it keeps adding 00 in addition. So I get:

Instead of what I require:
17137222323

Did you perhaps enabled default country code and prefix ( Accounts-->advanced )?
