Windows Server and "Multi"-Zoiper

Please help to solve the next problem:

1. I have Windows Server 2016
2. I have some RDP-users.

How to start the program at several users at the same time?

I can't start the Zoiper-free. In Zoiper.Biz it is possible?

Zoiper by default has limitation to only one process per operating system.
