why can I make calls to my landline and cell phone, but not to anyone else?

I can make calls to my own phones, landline and cell phones, but not to outside phones.  I cant take incoming calls either. I get a 403 unauthorised message when trying to make a call

This error is sent by your service provider and it probably means that your call is restricted. You need to contact your VoIP service provider for further clarification of this issue.
