Cannot make outbound calls Error code 28

I had try to fix the codecs as previous advice on the blog (Zoiper -> Settings -> Accounts -> your account -> Audio codecs and enable all codecs.)     but the issue persist even I re-installed the application it works for one call and later on the error come up.. Please help
