iptel is registered as an account but i get 403 when making a call, why?

My iptel account appears to be registered but i get a SIP 403 error message when I try to make a tel call. What should i do?

SIP 403 is shown when the server understands your request, but is refusing to fulfill it. You would need to contact your VoIP provider for assistance.
