You need to open the audio device settings of your operating system and select this microphone as default input device.
Then run Zoiper -> Settings -> Preferences -> Audio -> Devices and use the drop-down menus to select the device as input device.

Okay, but can it be a USB microphone, or does it have to be one that uses a jack? I went to Hardware --> sounds ---> manage audio devices, and to select a microphone, and all it shows is Realtek High Definition Audio, which it says is not currently plugged in, and uses a jack.

Hello

you need to make sure Zoiper is not running, then plug-in the device and enable it in the windows audio settings panel.

Then start Zoiper and make sure that USB HID support is enabled in settings -> Preferences -> auido -> devices
