No H.264 Video In Call - Android

I have an issue with no video being sent on certain Android devices. 

I used an Asus Zenpad, h.264 video works fine. With UDP.

When using a Samsung Galaxy 4 and a Blu Android phone the video does not show up. I have set them both to TCP network settings and lowered the video quality to ensure that the packets would be smaller. No Dice.


The video works flawlessly with other Apps on IOS, such as Acrobats and Bria.

Any help? Any rabbit holes to look down?

Hello, is the video not being sent, or not processed after being received?

Did you check a packet capture of the issue?
