Proper SIP settings for wifi location only?

I use a SIP service at work for internal and outgoing work related phone calls. My previous cell phone has the Android sip option enabled and would allow me to use it as well on outside of connected to Wi-Fi at work with cell service. 

Can appear work internally and release for cell service outside of the connected network?

You can go to the connection settings and set Zoiper to use wi-fi only. This way, even if zoiper is running, it will not try to use your mobile data.

Open Zoiper for Android -> Go to Config-> Select Advanced -> Supported Networks. 

 We have hotspot preferences in our to-do list for the future releases.
