We want to use call forwarding within our phone network, to different extensions.
We have signed up for the mobile apps.
Is call forwarding only available on the desktop app, with business power user access?

The mobile apps have call transfer during active calls. They do not have unattended automatic forwarding.
However, you can ask your PBX administrator to set this on the server-side.
